Who are these clowns?

Further proof that the Haarlemmerddijk is truly 3 blocks of everything. These guys are either:
a). Republicans who lost their clown car
b). Super-hero transvestites
c). city employees in new uniforms
   or
d). obnoxious Americans who just got kicked off the BeerBike, especially this guy:

I believe this is what actually happened because we saw them a few minutes earlier on a BeerBike, and now they are talking to the cops.
